California Assembly Bill 258 would allow exemptions from the state's rabies vaccination requirement if a veterinarian finds that the procedure would put a dog's life at risk due to disease or other considerations. An exempt dog would be confined to the owner's premises or required to be on a leash no more than 6 feet long when off the owner's property.
