Norberto "Rob" Rosa, associate vice president of operations for New Leash On Life USA, explains how they choose dogs to participate in the prisoner program. The organization looks for dogs that have been adopted and then returned back to their animal shelter due to behavior issues. They can have anywhere from 4 to 6 adoptable dogs in the male prisons and 2 to 4 adoptable dogs in the women prisons at one time.
