A House committee of the Colorado General Assembly is even more driven to increase the charges filed against animal abusers, after viewing a key "witness," Westy the cat.
The feline was deliberately burned and thrown out of a car window last year in Westminster. It was brought in before the House committee that endorsed felony charges for animal abusers.
The bill, HB 1116, sponsored by Rep. Joyce Lawrence (R-Pueblo), would change the animal abuse penalty from misdemeanor to felony for repeat offenders. Police dog or horse abuse would automatically qualify as a felony.
The bill is now being considered by the House Appropriations Committee.
