Rhode Island curtails stray cats
To breed cats in Rhode Island, owners must obtain a breeding permit. The fee: $100 per cat per year.

To breed cats in Rhode Island, owners must obtain a breeding permit. The fee: $100 per cat per year. Rhode Island passed the Permit Program for Cats in June to help reduce the number of stray and abandoned cats. It requires owners to spay or neuter their cats by six months of age. Owners who don't want to comply, but don't want to breed either, can pay $100 a year for an intact permit. The funds will go in the city or town's spay/neuter account.
