Sacramento, Calif. — Gov. Jerry Brown vetoed a bill Oct. 7 that would have created new licensing protocols and reporting requirements for institutions that offer dogs for adoption or sale. The bill would have required pet dealers, humane societies, shelters and rescue organizations to submit a monthly report providing the name, address and phone number of anyone who adopts or buys a dog. Fines for failing to submit the reports would have ranged from $50 for the first offense up to $100 for subsequent offenses.
