The stray dog population in Port au Prince grew in the aftermath of the earthquake. The public-health risks escalated simply because only 20 percent of the country's dogs were thought to be vaccinated against rabies. Health officials and relief workers worried about the spread of disease between Haiti's 9 million human and 5 million animal residents.
